The 3.8-pound Dell Latitude C400 is Dell’s best ultraportable—and dare we say portable of any kind—to date. Along with the IBM ThinkPad X22 we also tested, it merits an Editors’ Choice.

The C400 was the fastest unit on our performance tests, which is no surprise given its 1.2-GHz Mobile Pentium III-M processor and the companion Intel 830M chip set. (The 830M chip set comes in three flavors: the 830M with fast graphics, the 830MG with passable graphics, and the 830MP for external graphics support.) The C400 battery also delivered the best battery life: 3:39, just surpassing the IBM’s 3:33.

For those who want a CD-ROM or DVD drive readily available, Dell includes a drive in a slide-out case, which, together, adds just 1.1 pounds, so you don’t have to lug along a 2-pound media slice to house the drive (although one is available). We would, however, prefer to see a less bulky AC adapter; at about a pound, it’s the heaviest among the five units here.

The C400, set to be unveiled at Comdex, is the only entry in this class to come equipped with both a touch pad and a pointing stick, with dedicated buttons for each. These additions make the C400 a good bet for fleet buyers who need to satisfy the preferences of many users.

Microsoft will no longer provide spin-off Windows 7 E version of updated from IE8 for Europe, but plans to provide a browser “select interface” for users in Europe in the system, Microsoft’s versions of Windows 7 in Europe  was further described, involving the full version , upgrade version and the family package.

Windows 7 in the European retail version will also include the full versions and upgrades version, since September 1 users in Europe can go to Microsoft’s online store, or Microsoft to retailers. October 22 both Windows 7 full version and upgrade version are available in Europe at the same time. Microsoft said that does not include Windows Media Player in Windows 7 N version.

If your laptop battery won’t charge, but your laptop runs normally on the AC adapter, please try the following troubleshooting steps:

1.Check the Battery and Connections:

A. Remove the battery from the system.

B.Take a look the connectors in the bay and on the battery to check its physical damage.

C. Check the battery charge by pressing the status button or image on the battery near the LED’s.
Note: The lights indicate the current amount of charge on the battery. If all the LED’s come on when you press the button, the battery is fully charged. If fewer lights are lit, then the battery is partially charged. If any lights flash, or blink, there could be a problem with the battery.

Reinsert the battery; push until it locks into place and the latch snaps back to the locked position.

2. Swap Bays or Try A Second Computer:

Some systems can run with the battery in either bay. Try swapping bays if you have one of these systems.

If you have access to a second laptop like your own, then try to charge your battery in that system.

3. Flashing the BIOS:
Flashing the BIOS is an effective way to correct many hardware issues.

4.If your System has Recalibration Utility, Run it:
This utility runs the battery all the way down and then recharges it completely. The process should take several hours so you’d best to run it overnight. Use only the recalibration program specified for your system. Using any other program could void your warranty!

5. If it’s possible, try to charge a second battery like your own.

The issue may be caused by the charging system in your laptop if the second battery won’t charge.
